INTRODUCTION

It is hereby notified that the Minister of Environment, Water and Climate has, in terms of section 129A of the Parks & Wildlife Amendment Act, 2001 (No.19 of 2001), as read with subsection (1) of Section 97 of the Parks and Wildlife (General) Regulations, 1990, published in Statutory Instrument 362 of 1990, approved the following by-laws made by the Parks and Wildlife Management Authority. These by-laws may be cited as the Parks and Wildlife Management Authority (Tariff of Fees) By-laws, 2016. All charges in this document exclude 15% Value Added Tax (VAT) and 2% tourism levy for both locals and non residents and any other levies which the government may introduce.

Parks fees on accommodation and conservation fees will be guided by the peak and off peak seasons as defined below:

Locals Peak Period-April, August, September, December and all Public Holidays

Foreign Peak Period-Mid June-September.

Peak Period will attract an increase of 10-100%

 

SECTION 1

1.0 CONSERVATION FEES

Notes on conservation Fees for Adults

  1. Tour operator clients will be allowed re-entry in the Park on production of copies of pre-submitted lists and identification details relating to entering clients, except for Rainforest. Individual visitors who exit before the day expires will be required to pay for re-entry on the same day.
  2. Three representatives of a tour operator are entitled free access per entry and free camping.
  3. 2 Tour Operators representatives for every 8 Rafters will be allowed free entry.
  4. Persons resident in Zimbabwe shall be charged the equivalent of the fees charged for Persons not resident in Zimbabwe unless they produce positive identification of their Zimbabwean residence.
  5. Resident Pensioners above 60 Years to pay 50% on Conservation fees Land/ Conservation fees Water subject to production of Zimbabwean Citizen Identification documents.
  6. Miners to pay conservation fees on a daily basis.

1.2 Notes on conservation fees for children

  1. ALL children who are between 6 and 12 years old will pay 50% of the applicable adult conservation fees.
  2. ALL children under 6 years are exempted from paying conservation fees.

1.3.1 Notes on conservation fees for educational tours

  1. Secondary School children and teachers on educational tours shall pay 50% of the adult’s conservation fees.( Land and Water)
  2. Primary School Children on educational tours shall pay US$1.00 per child and the teachers shall pay 50% of the adult rate.
  3. Pre-school on educational tours shall pay US$0.50/person as conservation fees and the teachers to pay 50% of adult conservation fees.
  4. Universities and college students on educational tours shall pay 50% of the adult’s conservation fees whilst lecturers will pay the full rate.

For all 50% discounts on conservation fees, if the client has no coin, the rates will be rounded up to the nearest dollar.

1.3.2 Pilgrimage Mt Inungu-US$2.00/person

1.4 ENTRY FEES FOR PRIVATE VEHICLES

1.4.1 Notes on Entry Fees for Private Vehicles

  1. Buses - special permission is required and only for resident school children, senior Citizens and the disabled.
  2. Private vehicles and minibuses with a seating capacity above 25 persons, including tour buses and overland trucks, are prohibited, except for Matopo and Hwange Main Camp. However they will not be allowed for touring in the Park.
  3. Motor cycles are not allowed in the Parks Estate except with a special permit.( Refer to section 7.4 w)
  4. Buses other than those covered in note (a) above should get special permission from the Director-General.
  5. Vehicles into Chinhoyi caves, Vumba, Ewanrrigg and Zambezi Camp lodges will not pay vehicle entry fees.
  6. Vehicle entry fees for Foreign Tour Operators pertain to entry fees into the Park for purposes of handing over clients to a local operator ONLY. Please note Foreign Operators are not allowed to operate in the Parks Estate.

 

  1. Tour Operators Vehicles Pay re-entry after every 7 days if there are on a continuous safari within the Park.

 

  1. Individual vehicles payment is valid for 5 days and pay for re-entry thereafter.

1.6 CONSERVATION FEES FOR MOONLIGHT VIEWING

1.6.1 Notes on Conservation Fees for Moonlight Viewing
  1. Children under twelve years shall pay half the appropriate adult fee.
  2. Tour operators fee is only applicable if the Operators brings minimum of 15 people per month for moonlight viewing

SECTION 2

2.0 ACCOMMODATION FEES

2.1 Notes on Accommodation Fees

  1. These fees are for overnight stay in the lodges, chalets, cottages, camping and picnic facilities.
  2. Firewood is provided upon payment of gazetted rates/bundle
  3. Guests who make bookings and occupy Parks accommodation for seven consecutive nights are entitled to one free night within the continuous period.

Accommodation fees are inclusive of 2% tourism levy and 15%VAT for locals foreigners.

  1. Camping and picnic fees are charged per site unless otherwise specified. All ordinary sites take a maximum of 6 people and 2 vehicles, Exclusive and undeveloped sites maximum of 12 people and 3 vehicles.
  2. All children (6-12 Years) shall pay special rates for camping 50% of the adult fee.
  3. Educational tours groups shall pay 50% on camping fees
  4. Accommodation shall be charged per lodge per night, unless otherwise indicated

2.2 Cancellation Policy

  1. Cancellation prior to 14 days 50% refund
  2. Cancellation within 14 days no refund
  3. Alteration of booking –prior to 30 days – 15% admin fees

2.3 Accommodation Fees per Park and Facility

  • Accommodation rates will range between the low season and the peak season rate from 10%-100% of off peak rates.
  • Ordinary Camping is charged per site rate for maximum of 3 people whilst most exclusive sites are charged for 6 people with extras paying on arrival at the camp.
  • Ordinary sites- maximum of 6 people/site
  • Exclusive Sites- Maximum of 12 people/site
  • All accommodated clients to pay conservation fees in advance.

Charges per person/night will only apply to walk in clients at station level.

3.0 TOUR OPERATOR FEES

Operators and license holders who fail to renew their permits/licenses annually will be charged renewal feel for the number of years they have not been operating in addition to penalty fees. The penalties shall be $20.00 per month

For both Resident and Non Resident participants, angling competitions shall be charged at US$20.00 per person per day and this includes river usage and or entry fees and fishing fees.

For both Resident and Non Resident participants, Regatta Tournaments shall be charged at US$20.00 per person per day for a maximum of 50 competitors and this includes river usage and entry fees.

5.4 Sailing and Yachting

For Resident and Non Resident participants, Sailing and Yachting competitions shall be charged at US$15.00 per person per day and this includes river usage and entry fees.

5.5 Marathon and Cycling Competitions

  1. Distances shall be calculated on the basis of the distances prevailing in the current distance chart as prepared and provided by the Automobile Association of Zimbabwe or by the Central Mechanical and Equipment Department Pvt Ltd.
  2. Charges for the hire and use of a vehicle shall be calculated on the basis of hire charges as set out by the Central Mechanical and Equipment Department Pvt Ltd. Or Automobile Association of Zimbabwe
  3. Charges for the hire and use of Parks and Wildlife Authority’s vessels shall be on cost recovery basis and excludes costs of fuel and lubricants or shall be calculated on the basis of the hire charges as set out by the Central Mechanical and Equipment Department Pvt Ltd.
  4. The Authority may waive any of the above charges or provide free services, where in its opinion, conservation interests are at stake or human life is threatened.
  5. A 20% administrative charge shall be payable in addition to any other charge for sundry expenses.

12.0 MISCELLANEOUS FEES

12.1 Rainforest Special Activities

  1. The use of the statue site for special activities in the Rain Forest in the Victoria Falls National Park, limited to a party of ten (10) people and whose stay shall not exceed two hours, shall be charged as follow. Persons resident in Zimbabwe -US$100-00 including entry fees. Persons not resident in

Zimbabwe -US$500-00

  1. The same fees shall apply for half a day for similar special activities in all other parks.

12.2Bush Dinner Sites

Bush Dinner Sites shall be charged as follows. Residents - US$5, 00 per person, Non Residents, US$10.00

12.3 Firewood

Firewood shall be charged as follows US$5.00/bundle.

 

12.4 Release of Impounded Items

12.4.1 Release of Impounded Vehicle or Motorized Equipment

Release of impounded vehicle or motorized equipment shall be charged as follows; US$1000 for Zimbabwe residents and US$2000 for non residents.

Zimparks guns down hippo in Nyanyadzi

Inset from Zimpapers. THE Zimbabwe Parks and Wildlife Management Authority last week shot dead a hippopotamus that was damaging winter wheat in Nyanyadzi. The hippo, which had a calf, is believed to have escaped from Save Conservancy. ZPWMA ordered the shooting of the hippos after traditional leaders in the area reported that it was damaging crops and endangering lives. ZPWMA officer, Mr John Danfa, said they were still hunting for the calf which is believed to have found habitat along Save River. “Usually hippos move up and down rivers during the rainy season. We believe the two escaped from Save Valley Conservancy. They were both females and they do not usually click if there is no male. “They are believed to have separated. We received reports from traditional leaders in Hot Springs and Nyanyadzi that these hippos were feeding on wheat and crops in their fields.” “People’s lives were endangered so the authorities ordered its killing. The first time we attempted to kill it, it was in the company of so many cattle and could not do anything. Our officer teamed up with villagers to track it until last week when it was shot down in Nyanyadzi”. The officer is said to have fired 12 shots before the hippo died. The meat was shared by villagers. One of the villagers in Dirikwe village, Mr Tapiwa Munyati, said: “This hippo was becoming a threat to human lives in the area. It was being spotted near homes at night. “There are vegetable gardens along one of Save River’s tributaries where it was being spotted.“We were told that hippos do not like light and the danger was that lives would have been lost.” “A villager survived death by a whisker recently when the hippo strayed into his homestead.“He went out of his house to investigate when his dogs were barking. He had a torch and the hippo advanced towards him. “Fortunately he managed to escape the attack and notified other villagers and the village head. We are appealing to the responsible authorities to make sure that the remaining one is also killed,” said Mr Munyati.
